Dado la intención de los gobiernos cubanos de perseguir una sociedad socialista, la vivienda, como sector clave en términos de garantías de necesidades básicas, afecta la mayoría de los aspectos de provisión, distribución y consumo del hábitat. Se distinguen de lo que estamos acostumbrados en las economías de mercado o bajo gobiernos de dictadura. Naturalmente, el sistema de provisión de viviendas depende de muchos factores internos y externos, y necesita ser adaptado periódicamente. En 2013, el Gobierno cubano y su Instituto Nacional de la Vivienda (INV), embarcaron hasta una profunda revisión de su política de vivienda, y aceptaron la oferta del ONU-Hábitat para ayudar en esta tarea. Embarcaron por una evaluación de los logros actuales, y los desafíos para el futuro. Se publicó un resumen de los resultados como edición ejecutiva del PERFIL DE LA VIVIENDA CUBA por UN-HABITAT en 2014. [Véa más por abajo en esta página]
En preparación del dicho 'Perfil de la Vivienda Cuba' se formó un grupo de investigación compuesto por expertos cubanos e internacionales bajo la dirección del Dr. Kosta Mathéy, que es profesor en La Habana y en el extranjero. La tarea culminó en un informe analítico de investigación con más de 500 páginas. La obra también identificó un listado de posibles medidas estratégicas para subsanar las deficiencias detectadas. Sin embargo, una vez presentado las conclusiones de la investigación, el Gobierno Cubano cerró el Instituto Nacional de la Vivienda - el cliente de nuestro trabajo - y trasladó sus responsabilidades a diferentes oficinas estatales existentes. Simultáneamente, congelaron el plan de una revisión fundamental en la legislación sobre vivienda en el país.
El borrador sobre los resultados de este trabajo de investigación fui ampliamente distribuido por la contraparte nacional entre expertos y académicos en Cuba por redes informales, pero no llego a la comunidad científica fuera del país. Sin embargo, los desafíos y los logros en un sistema de la vivienda no-capitalista representan un tema superinteresante para expertos, políticos e investigadores fuera de Cuba - sobre todo cuando las limitaciones hasta una solución del problema habitacional en las economías del mercado se manifiestan más cada día.

It became clear that several factors always come together - but some are more influential than others.

Gender and Development in the Quilombo Settlements of Alcantara, Brazil Quilombos are settlements of descendents of former African originated slaves in Brazil that either escaped from the farms or were given liberty otherwise. Deprived of civil rights that Brazilians of European origin enjoyed the Quilombolos (residents of a Quilombo) mostly survived in isolated locations under subsistence economy conditions. In modern times with improved means of transport and communication, (mostly male) labour force migration into urban centres started, while women and children stayed in the Quilombos due to their double discrimination of being women and black. Concentrations of Quilombolos in the cities became politicized under the concept of ‘Quilombos Urbanos’ whereas in the Alcantara peninsula in Northern Brazil rural resettlement schemes were implemented under the name ‘Agrovila’ to relocate displaced Quilombolos due to the construction to an aeronautical airbase – a national project started under the former military regime in the 1970s.
A research project by Darmstadt University investigated the living conditions under gender aspects in the three Quilombo settlement types. The objective was to assess opportunities for living improvements especially for women in
these settlements – for example by renewed valuation of conserved African traditional knowledge or by exploiting comparative advantages between the three settlement types. A video documentation based on the research findings has been published in 2006.

Öffentliche und persönliche Freiräume für türkische Frauen in Berlin und Istanbul
Forschungsbericht zu der Frage der Wahrnehmung und Nutzung öffentlicher Räume durch türkische Frauen bzw. Migrantinnen in Istanbul und Berlin. 55 Interviews mit Frauen in beiden Städten ermöglichten es, einen Einblick in ihre Raumnutzung und -wahrnehmung zu gewinnen. Die Untersuchung erfassete drei unterschiedlich kulturell - verankerter Raumkategorien, nämlich dem Stadtplatz, dem Quartiersplatz und dem Park und zeigte, dass diese Räume jeweils unterschiedlich wahrgenommen werden und somit das Verhalten der befragten Frauen jeweils anders beeinflussen bzw. konditionieren. So konnten wir beispielsweise feststellen, dass die Verhaltensweisen der Frauen im Stadtzentrum von dem im Wohnquartier z.T. deutlich voneinander abweichen. Die Befragung hat auch gezeigt, dass diese Diskrepanz im Verhalten zum einen vom sozialen Umfeld (z.B. vorherrschende Geschlechterkultur, (dominierende) NutzerInnengruppen und soziale Kontrolle) abhängt, und zum anderen von der städtebaulichen bzw. architektonischen Gestaltung sowie von dem konkreten Angebot an öffentlichen Räumen und Nutzungen beeinflusst wird.
Ebenfalls konnten wir Unterschiede in der Wahrnehmung und Nutzung von öffentlichem Raum zwischen ländlichen Migrantinnen und den Frauen, die in der Stadt aufgewachsen sind, aufdecken. Es wurde deutlich, dass „globalisierte“ Räume, wie das Stadtzentrum oder eine Shopping Mall, hauptsächlich von Frauen der 2. bzw. 3 (Einwanderer-) Generation aufgesucht werden, welche diese Räume als `befreiend´ wahrnehmen. Für viele der von uns befragten (ländlichen) Migrantinnen ist hingegen das Quartier ein wichtiger Raum, der sich nicht, wie für die „Städterinnen“, als ein Ort der sozialen Kontrolle und Zwänge darstellt, sondern als ein Ort der Vertrautheit und Sicherheit. Zwar haben auch Migrantinnen z.T. deutlich gemacht, dass sie gern andere Stadträume aufsuchen würden, jedoch schränken Unsicherheiten, Unwissen oder aber auch finanzielle Zwänge die Nutzung der vielfältigen Angebote in der Stadt ein.
Die Befragung hat ferner gezeigt, dass Bildung und persönliche Erfahrung Bedürfnisse und Wünsche entstehen lassen, und damit die Wahrnehmung öffentlicher Räume verändern und das Verhalten in diesen beeinflussen. Die vergleichende Untersuchung in Berlin und Istanbul, also in zwei Städten mit unterschiedlichen gesellschaftlichen und kulturellen Rahmenbedingungen, hat überraschenderweise in vielen Punkten zu gleichen Ergebnissen geführt.

The debate about self-help housing practices and their potential for solving housing problems in the developing world is at least 50 years old, and some experts, academics and politicians believe that everything has been said about the topic already. This book demonstrated the contrary. It gathers impressive empirical evidence that suggests the reconsideration, modification and amplification of established policy concepts and theories on the subject. Contributors also explore the implications of dramatic changes in global economic and political conditions for self-help housing policies
In practice, most housing policies and programs have failed to reach the majority of the poor, and have not even safeguarded existing standards of housing provision, however miserable. This book presents forward-looking strategies that have the potential to overcome present difficulties. It includes positive examples of communities that have sustainably improved their built environment through collective organization, and have made best use of their own resources using simple time-solving technologies - sometimes drawing on traditional social processes. Progressive experts increasingly see their role as enablers for community development, and recognized the importance of working with non-governmental organizations as well as with governments and international development agencies.
Housing Policies in the Socialist Third World
Socialist principles would seem to privide a number of more favourable conditions for overcoming problems of overcrowding, lack of urban services and substnadard or unfit housing than are to be found in market economies. However, there is little evidence that, in practice, real improvements have been achieved on a large scale in the socialist Third World. After the fall of the Berlin war and generalized questioning of socialist concepts, also in the Global South, most socialist ventures have crumbled - while the dominating market economies and neo-feudal oligarchies can shamelessly expose their selfish disregard for needs of the growing numbers of the poor both in the exploding cities and in the neglected countryside.
This book was published first in 1990, almost on the day when the socialist block evaporated. Without knowing, the book takes stock of what had been achieved in terms of housing socialist policies in practice, and in which aspects they failed in spite of presumably the best intentions. Therefore, with its case studies of housing practices in 13 socialist countries it is a unique analysis document that would be impossible to compile today - nor in the foreseeable future.

In this period, there was very little specialized literature available on housing and urban issues in the countries of Asia, Africa and Latin America. This book gather 20 papers, mostly based on the presentations given by the invited speakers of the congress, plus some afterthoughts.
Considering the scientific-technical advanced we have experienced in the past 35 years, it can be considered a scandal that those pictures presented of slums in those 3 continents 35 years ago, do not look much different from to those you could take today in the same cities of the Global South.
